Rationale
Securing energy supply is one of the three pillars of European energy policy, together with competitiveness and sustainability. Energy is at the heart of the European development processes, and touches among others internal market and foreign affairs issues. Directly or indirectly, energy enters the production of every other produced commodity or service in Europe. As such, secure energy is important both for the well-being of European citizens, and for Europe’s economy.

The aim of the Security of Supply Action is to aid and inform the strategic decisions of Member States and European Institutions on issues relevant to ensuring “the uninterrupted physical availability of energy products on the market at an affordable price for all consumers”. We assess how different policy options help shape an energy system resilient to shocks and adverse trends whilst satisfying society’s energy needs.

The study of energy supply subjects encompasses the analysis of the sources of energy (and especially oil and gas), the technological, environmental and economic aspects affecting and resulting from their processing and transport, and their interactions and interdependencies (most prominently with the power sector).
Summary of the activity
The Action ‘Security of Supply’ is embedded in the JRC Thematic Area ‘Energy Development of a Low Carbon Society’ and works in close partnership with other JRC actions (especially the Action “Smart Electricity Systems”).

The Action concentrates on two work lines:

1) Scientific capabilities: This includes the development of models, methods, indicators and tools for the risk management and techno-economic analysis of energy systems. These capabilities are developed for supporting Commission Services and Member states in the design or implementation phases of policies relevant to energy security. In particular, we assist DG ENER in (a) the risk assessment process required from Member States in the implementation of the regulation replacing the Directive on the security of gas supply, and (b) in the identification and characterisation of energy transmission system vulnerabilities required from Member States for the implementation of the Directive on European Critical Infrastructures.

The goal is to build up capabilities for representing the energy systems and examining the associated security of supply risks, including the assessment of the economic costs of different options. This will concentrate on the gas infrastructure, with the goal of analyzing pan-European systems. We will further develop a tool that combines models of the European energy supply networks, a Geographical Information System and an energy system database. This GIS tool will allow the identification and assessment of criticalities in European critical infrastructure networks. The geospatial database is constructed as a model case to define spatial data requirements in the energy field. This will assure that, when implemented in the context of the INSPIRE directive, while specific data changes over time, transparency and peer review of approaches is assured already in the design process. In addition we will develop indicators for energy security risks across the entire energy sector. We then study how the relation between (i) the gas and power sector, and (ii) the electricity and gas markets, impact energy security.


2) Policy support: The Action will provide direct support to relevant Commission services, and in particular to:

a.- Regulation on security of gas supply, Member States will be required to deliver an assessment of their energy security risk, for then elaborating relevant emergency plans. To accompany this process, we will support ENER in the review of the national reports, and the preparation of further steps in the implementation of the legislation.

b.- Communication "Facing the challenge of the safety of offshore oil and gas activities”. This requires the analysis of the safety of offshore gas and oil unconventional ventures in deep waters. The action will establish for DG ENER a European level platform for the assessment of offshore safety technologies, practices and systems. This platform will provide continuous assessment of the safety and reliability of technologies for offshore oil and gas activities.

c. EPCIP - European Programme for Critical Infrastructure Protection, and specifically the topic of Critical Energy Infrastructure (CEIP). The action will support ENER and HOME with specific projects on the analysis of interdependencies, and the animation of the CEIP Thematic Network.

Development of modelling tools and methods for complex energy systems and infrastructures. Ability to model complex networks and interactions among different infrastructures allowing testing various policy options and planning the most cost beneficial improvements.

Development of GEMFLOW model of the EU gas infrastructure by employing advanced network modelling techniques. -- Currently GEMFLOW is based on multi-loop approach that is very time-consuming when running within MATLAB environment and the number of possible Monte Carlo simulations is rather limited. A number of modern techniques will be analysed including graph theory and fault tree based approach to develop a more robust gas network modelling tool.
