Rationale
SAFECONSTRUCT develops its activities in two main areas with well identified customers inside and outside the European Commission, namely (1) the support to the European Standardization for construction with DG ENTR and CEN as main customers, and (2) the scientific research focused activities, which serve as backup to policy support and encompass the leading European research institutes with DG Research, EU institutes and industry as main beneficiaries.

The development and implementation of European standards for design and construction represent a key instrument for providing more uniform safety levels for buildings and critical infrastructures among Member-States, for the realization of the Internal Market and for increasing the competitiveness of the European construction Industry in internal and external markets. European Standards are a key element in contributing to the Communication COM(2009)82 on a Community approach to the prevention of natural and man-made disasters, that encourages Member States to fully integrate the common European design codes for buildings and civil works into their planning regulations. The action will act as promoter of a multi-disciplinary platform addressing all seven Basic Works Requirements (BWRs) of the new Construction Products Regulation (CPR) approved in 2011, including environmental impact, resource efficiency and sustainability issues. SAFECONSTRUCT will promote a European framework for an integrated performance assessment methodology for buildings and construction works.

The research activities, focused on seismic vulnerability and risk analysis, supported by the expertise of the action in assisting post-earthquake emergency management and damage quantification through post-earthquake field missions and complemented with remote sensing technologies, will give an important contribution to risk global assessment, prevention and mitigation as set out in the Commission Communication on Reinforcing the Union's Disaster Response Capacity (COM(2008) 130 final), in the Communication "A Community approach on the prevention of natural and man-made disasters" (COM(2009) 82 final) endorsed by the Council, and in the Communication "Towards a stronger European disaster response: the role of civil protection and humanitarian aid" (COM(2010) 600). Reference tests on full-scale models will provide key data for pre-Normative research on structural engineering and for the development of new materials to increase the competitiveness and security of the European construction and transport industry. The unique infrastructure of the ELSA Reaction Wall, fundamental for building and complementing the scientific knowledge and potential of SAFECONSTRUCT, will be developed and maintained through close collaboration and partnership with the most important Laboratories in earthquake engineering in Europe and at global level.

The action will also address the issues of safety of Nuclear Power Plants, in the framework of the ongoing research projects (Institutional and Competitive). Furthermore, the Action will cooperate with European authorities and industry in order to identify, quantify and mitigate existing and emerging risks to increase the safety of Nuclear Power Plants so as to reduce the impact on human health and environment.

The scope of SAFECONSTRUCT is fully in line with the European strategy for smart, sustainable and inclusive growth (EU2020), with important contribution to standardisation and innovation in the construction and building sectors. The relevance to the EU flagship initiatives "A"An industrial policy for the globalisation era" " and "Resource efficient Europe" are is worth mentioning.
Summary of the activity
The long term objective of SAFECONSTRUCTION is to develop a genuine and advanced European performance-based standards system for the construction and building sector, which will boost innovation and competitiveness of the European industry in internal and external markets.
Having in view the facilities and expertise of the JRC and the research priorities anticipated by stakeholders, SAFECONSTRUCT will address the following topics:

* Support to European Standardization for Construction: (i) Support towards full implementation of the Eurocodes with co-operation with Member-states and CEN; (ii) Analysis and reduction of Nationally Determined Parameters (NDPs); (iii) Follow-up pilot project(s) on Harmonization (e.g. European Seismic Hazard Maps); (iv) Extension to all seven BWRs introduced in the CPR (COM(2008) 311 final).

* Earthquake Risk Assessment of Critical Infrastructures and Urban Sites: (i) Address the issues of interdependency between elements within a system and between different systems, such as building sets, urban life-lines and networks; (ii) European classification of building classes and infrastructures and development of corresponding fragilities; (iii) Comparison of vulnerabilities of existing assets from data obtained on site and from high-resolution satellite imagery; (iv) Collection of user requirements on risk analysis for setting up guidelines for data specifications on Buildings.

* Enhancing Use of the ELSA Laboratory, Research Collaboration and Dissemination of results: (i) Implementation of a Virtual laboratory (tele- presence and distributed collaborative testing), (ii) Enhancing pseudo-dynamic test methods and associated technologies; (iii) Development of Advanced sensing systems and Databases, (iv) Networking with key European Partners and international collaboration, (v) Contribution to the definition of a European vision on research infrastructures and its implementation; (vi) Offering transnational access to the ELSA Laboratory; (vii) Development of cost effective systems for the mitigation and control of vibrations of cable stayed structures
* Activities related to safety of Nuclear Power Plants, namely reference tests on key components of nuclear facilities, namely building shear-walls and piping systems

The activities on the Eurocodes are carried out as part of Administrative Arrangement SI2.606662 signed between DG ENTERPRISE and the JRC on "Support for the implementation, harmonization and further development of the Eurocodes" and as part of the JRC Standardisation Task Force. The Action will have active collaboration with Action 31004-CI-Supply Chain/IPSC; Action 41002-ISFEREA/IPSC; Action 11601-ENABLE/IES; Action 11602-SHAPE/IES , as well as with the IES, IE, IHCP and IPTS Institutes of the JRC as regards the health, safety and environmental aspects of buildings. To continue contributing to the full implementation of the Eurocodes in the EU MS and to define strategies for: (i) further harmonization through reduction of the Nationally Determined Parameters (NDPs) and (ii) extending the European building design standards from safety into the fields of health, energy efficiency and sustainability.
