Rationale
The ENSURE action supports the mission of the newly formed SA-Unit; to develop and demonstrate new approaches for integrated social, economic and environmental assessments and impact analyses to provide scientific and technical support to policy and business.
Sustainability analysis is supported through a combination of integrated environmental, social, and economic methodologies and data. These complement other, often more detailed, assessments that focus on specific sites, processes, or technologies.
The resources consumed, the emissions, the environmental, health, social, and economic benefits and impacts that are attributable to goods and services (products) are estimated taking into account their supply chains, their use, recycling, recovery, and ultimate disposal. This includes the rucksack of impacts associated with imported goods, domestic consumption and production, as well as exports.
Sustainability is taken into account in business and policy through broad concepts such as life cycle thinking. Such concepts are implemented in a quantitative sense using integrated systems analysis tools, such as social/environmental life cycle assessment, life cycle costing, and cost/benefit analysis.
Sustainability analysis is a core theme in the Europe 2020 Strategy. This is further promoted in the policies and instruments supported by the Sustainable Consumption and Production/Sustainable Industrial Policy (SCP/SIP) Action Plan, the Thematic Strategy on the Sustainable Use of Natural Resources and the Thematic Strategy on the Prevention and Recycling of Waste.
Summary of the activity
The ENSURE Action provides sustainability analysis support. The focus is on the implementation of concepts such as life cycle thinking into business and policy; namely considering the full supply chains, use, and end-of-life social, economic, and environmental impacts and benefits that are associated with goods and services (products) in a single integrated framework.
ENSURE is divided into three main policy support objectives:
1) General and product/sectorial group guidance
2) Indicators for monitoring sustainability
3) Supporting infrastructure
Guidance documents are developed for technical and non/technical audiences to support sustainability analysis. These include overarching guidelines for concepts such as life cycle thinking, as well as specific guidelines addressing e.g. environmental sustainability for key sectors such as the supply of food and drink products, specific technical issues such as integrated environmental assessment, and selected issues of high profile such as carbon footprinting.
Indicators are developed together with the G04 (DG Environment, EEA, ESTAT, JRC) to support sustainability. These provide the robust scientific basis to help monitor issues such as the sustainable use of natural resources, resource efficiency, sustainable production, and sustainable consumption. The domestic state-of-the-environment, the rucksack of impacts associated with imports, as well as the allocation of burdens associated with exports are taken into account.
Sustainability analyses are only as good as the data and methods that they are based on. These foundations must be coherent across business and policy in the EU, and as far as feasible beyond. They must be cost effective and provide a basis for confidence through scientific quality assurance. Key support is developed and maintained through the European Platform on Life Cycle Assessment, the International Reference Life Cycle Data System (ILCD), the European Reference Life Cycle Database (ELCD), and a series of information directories supporting sustainability analysis.
Key International Activities
• Neighbouring countries, candidate countries, and other Non European Union Nations: Agreements with China, Japan, Malaysia, Thailand, Brazil, and US in relation to supporting internationally coherent and quality-assured life cycle data, methods, and assessments, as required by the SCP/SIP Action Plan.
• Interactions with World Business Council for Sustainable Development (WBCSD) to contribute to developing a robust, quality-assured life cycle basis for the Carbon eco-labels (footprints), including as an input to international standards, private schemes, and activities of DG ENV.
• United Nations Environment Program (UNEP): Implementation of EC/UNEP MoU and JRC/UNEP Collaboration Agreement in relation to global interactions for coherent and quality-assured life cycle data, methods, and studies.
