Neutron data standards are basic data sets needed for experiments related to the assessment of reactor safety, nuclear waste minimisation, investigation of modular and inherently safe new advanced nuclear reactor types and innovative reactor designs (like discussed in the Generation IV initiative). Since the majority of measurements in neutron physics are made relative to neutron data standards, the quality of experimental data is a key issue for improved safety and reduced error margins, leading to cost effectiveness in the design and construction of new reactor systems. The JRC-IRMM has a long tradition as a standards laboratory, implementing the Euratom Treaty. JRC-IRMM has committed itself to a continuous improvement of the standards database and also to investigate the underlying physical mechanisms. The data files used by industry and research laboratories have to be complete, accurate and validated by well defined quality assurance procedures.
This process of validation requires
• high-quality neutron data measurements using advanced facilities and equipment, based on well defined neutron sources and cross section standards
• state-of-the-art data analysis techniques, using improved codes
• whenever experiments are not feasible extensive theoretical work in order to complement the experimental nuclear data with calculated values
• close co-operation with other research institutes in order to optimise the use of resources
• participation in international data evaluation exercises and co-operation with industry for the definition of priorities of the work programme.

Summary of the activity
This project is devoted to the study of neutron data standards and reaction theory and produces and improves neutron data for applications. There is a very close link to Action 51402 (ND-MINWASTE). Important benefits are drawn from action 53102 (METRO) that is responsible for the production and characterisation of the samples used for the measurements of the action. The work programme follows the most urgent demands in close co-operation with international committees. JRC-IRMM participates in the Nuclear Science Committee of the OECD Nuclear Energy Agency (NEA) and the Scientific Coordination Group of the Joint Evaluated Fission and Fusion file project (JEFF) of the NEA databank, as well as the OECD Working Party on Evaluation Co-operation (WPEC). JRC-IRMM is also involved in several IAEA Coordinated Research Projects (CRP) as well as in projects funded by the International Science and Technology Centre (ISTC). The key activities are
 experimental and theoretical work for the understanding of the nuclear fission process
 measurements of neutron data standards
 development of improved measurement techniques using state-of-the-art digital signal processing technology
 support of external users for development of new nuclear methods for non- destructive materials analysis
These research activities are an excellent opportunity for training of young nuclear scientists in close collaboration with European Universities. Post doctoral fellows and visiting scientists from the major neutron data laboratories in the world, ensure a continuous information exchange on latest developments.
Via a cooperation of JRC-IRMM with JRC-IE (action 52303: CAPTURE) nuclear data not distributed via the NEA data bank will be made available to the international community.
The specialised facilities and its expertise enable JRC-IRMM to provide cross-section data over the complete neutron energy range from a few meV up to about 20 MeV. JRC-IRMM invests continuously in the upgrade of its accelerators and the laboratory equipment to keep them up-to-date. New developments in the use of digital data acquisition systems and signal processing are carried out as part of larger collaborations and will be used in measuring complex reactions needed for the development of ADS systems, transmutation scenarios and Generation IV nuclear energy systems.
A close cooperation with JRC Action 51603 (RADMET) gives access to measurement capabilities in the radionuclide metrology laboratory of IRMM and the HADES underground laboratory for very-low-background measurements.
In another collaborative effort with action 51402 the neutron measurement facilities at JRC-IRMM are opened up to external users through the EUropean Facility for innovative ReActor and Transmutation neutron data (EUFRAT) project. Action has also participated in the European Facilities for NUclear DAta measurements for Transmutation (EFNUDAT) integrated infrastructure initiative, has several collaboration agreements with different partners in member states and is involved in the follow-up of EFNUDAT in FP7 called ERINDA (European Research Infrastructure for Nuclear Data).
