Rationale
The Task Force on Public Health has been established to address a critical element of Commission's proposal for Horizon 2020 concerning its strategic objective on tackling societal changes. The Task Force also has regard to the Commission's proposal for the 2014-2020 Health for Growth programme and will directly support some of the key associated activities.

Outside of the purely altruistic goals, public health remains an important factor in the economy of any country or region. Poor health has the double disadvantage of reducing the collective workforce output as well as increasing the public health burden. Moreover, an increasing disease and disability burden in the context of an aging population places further demands on health and care sectors.

Within Europe, there is a need for more coordinated effort, both in the drive towards prevention of ill health as well as in the harmonisation of procedures and promotion of best practices. The divergence in health indicators and statistics across the EU would testify to the benefits of such an approach, a key part of which will be the ascertainment and promotion of best practices, as well as agreement of health indicators and determinants for accurate inter-comparisons of different treatment regimes.

Harmonisation in practices of preventative medicine is especially important given the escalating emergence of illnesses and conditions associated with modern-day lifestyles. The rise in obesity, type II diabetes, and cancer presents a challenge to all societies and any effective solution would only benefit from a coordinated approach both to tackle the underlying causes and to find the most effective treatments.

In response to the immediate needs and in anticipation of many likely future demands, the JRC has established a task force in public health to help consolidate the start-up of the initial activities.
Summary of the activity
During its start-up phase, the JRC's Public Health task force will focus on activities –related to cancer policy support; diet and nutrition, especially in relation to healthy ageing; and behavioural studies in relation to factors influencing sub-optimal choice of personal diets and lifestyles

More specifically, the task force will focus on the following tasks in 2012: within the area of cancer policy, it will work closely with the national cancer registries to layout the framework for the development of the European Cancer Information System, foreseen to provide a comprehensive trans-European reference in all aspects related to cancer control. It will also support the development of the first EU accreditation scheme for specialist breast-cancer centres and, in relation to this work, will oversee the updating of the European guidelines on breast-cancer screening.

In the area of nutrition and diet, the task force will build upon recent efforts to understand the factors linked with choice of diet from a human behavioural aspect. It will use this understanding to investigate workable solutions to help influence consumer choice towards more healthy and balanced diets. In further support of the task force's cancer-related activities, it will also explore dietary factors linked to increased risks of developing breast cancer.
