Rationale
The ENSURE Action contributes to the knowledge base of the European Commission’s 2020 Flagship on Resource Efficiency.

The “Roadmap to a Resource Efficient Europe” proposes ways to increase resource productivity and to decouple economic growth from both resource use and environmental impacts, taking a life-cycle perspective. It states as one of the objectives to: “Establish a common methodological approach to enable Member States and the private sector to assess, display and benchmark the environmental performance of products, services and companies based on a comprehensive assessment of environmental impacts over the life-cycle ('environmental footprint')”. The Roadmap calls for increased data availability and quality assured foundations for the assessments to better support policy conception and analysis, implementing measures, and monitoring indicators.

The ENSURE Action, hence, focuses on the needs related to quantifying environmental footprints of goods, services, organisations, and regions in policy and business. These activities build on achievements under the Integrated Product Policy Communication, Sustainable Consumption and Production/Sustainable Industrial Policy Action Plan, Raw Materials Initiative, as well as the thematic strategies on the Sustainable Use of Natural Resources and on Waste Prevention and Recycling.

Many policy and business instruments in the European Union are based on environmental assessments. The related environmental profiles, sometimes termed footprints, of goods, services, organizations and even member states are increasingly quantified using a life cycle approach. Alternative scenarios are assessed. Progress is monitored. These assessments account for the entire life cycles of goods and services; the resources used and environmental pressures associated with their supply, use, and end-of-life. They consider different pressures such as resource raw material scarcity, use of renewable energy, land use, water consumption, climate change, toxic effects, acidification and others. All this information is quantified and analysed in a single framework.

The ENSURE Action is conducted in the context of Sustainability Assessments with the aim to develop, demonstrate, and support approaches for integrated social, economic and environmental assessments and impact analyses to provide scientific and technical support to policy and business. Focus in the Action is on the environmental dimension, with cross-links with social and economic developments.
Summary of the activity
ENSURE is divided into two main objectives that help support the knowledge base required for life cycle thinking in European policies and business:

The first objective focuses on methodology. This facilitates quality and coherence. Guidance is provided at the general level, as well as in more detail at the product-group specific level, for calculating the environmental footprint of goods, services, organizations and even member states. Emphasis is on taking a life cycle perspective; considering supply, use, and the end-of-life in terms of both resources consumed and environmental pressures. Support is given to assessments of the current situation, as well as to future-orientated scenarios.

The second objective supports the knowledge base. This is required to implement such life cycle approaches. Data must be available, coherent and robust. This research and development is facilitated under the umbrella of the European Platform on Life Cycle Assessment. This supports:

1) The European Reference Life Cycle Database (ELCD) that provides life cycle emissions, resource use, and impact data for energy, transport, as well as bulk materials and core services.
2) The International Reference Life Cycle Data System (ILCD) Data Network that facilitates the infrastructure and common rules for the broader availability of coherent, quality assured life cycle data from governments, business, consultants, and academia.
3) Directories, including details of existing life cycle assessments/footprints and service providers.

Key International Activities of the Action include:
• Neighbouring countries, candidate countries, and other Non European Union Nations: Agreements with China, Japan, Malaysia, Thailand, Brazil, and US in relation to supporting internationally coherent and quality-assured life cycle data, methods, and assessments.
• Interactions with World Business Council for Sustainable Development (WBCSD) to contribute to developing a robust, quality-assured life cycle basis for the Carbon eco-labels (footprints), including as an input to international standards, private schemes, and activities of DG ENV.
• United Nations Environment Program (UNEP): Implementation of EC/UNEP MoU and JRC/UNEP Collaboration Agreement in relation to global interactions for coherent and quality-assured life cycle data, methods, and studies.
