Rationale
The EU is implementing its Europe 2020 Strategy, which is designed to turn Europe into a world leader in smart, sustainable and inclusive growth. Research and innovation are key drivers to achieve this transition.
Since 2008, the EU has launched an ambitious initiative on low carbon energy technologies through the European Strategic Energy technology Plan (SET-Plan). The SET-Plan is the technology pillar of the EU Energy and Climate Change Policy. It aims at accelerating the development and widespread market take-up of low carbon technologies as a key element for meeting the goals of the European energy policy together with a stable regulatory framework and fostering conducive market conditions.
Europe 2020 identifies also the need for boosting innovation in different sectors of the economy such as transport and industry aiming at modernising and decarbonising the transport sector, supporting the transition of manufacturing sectors to greater energy and resource efficiency and promoting technologies and production methods that reduce natural resource use.

In this context, the JRC has committed itself to supporting the EU's transition towards a secure and low-carbon society by carrying out activities in preparing, assisting, monitoring and reviewing development and deployment of enabling innovative energy, transport and manufacturing technologies and systems as well as assisting in the conception, development, implementation and monitoring of related EU policies.

Understanding the prospects of low carbon technologies, the economics and the timing of their contribution to Europe's policy goals are critical issues to be addressed in order to be able to support policy actions for technology innovation. Techno-economic assessments and modelling activities are a pillar to such analyses.
The Action SYSTEM participates in the JRC energy and transport related modelling capacities with a specific role in developing and operating tools, mathematical models and methodologies that simulate the evolution of the European energy technology mix and analyse the transition towards a low carbon energy system under a revitalized R&D and D investment framework on low carbon energy technologies. In turn, the Action studies and assesses (i) various low carbon technological pathways with respect to their cost-effectiveness, their potential contribution to emission reduction and to the EU security of supply, but also (ii) analyses issues and developments related to spatial planning and infrastructure. These analyses are performed at the energy system and sector level.
The main priority of the Action is to support the strategic planning, decision making and monitoring activities of the European Community Steering Group on Strategic Energy Technologies, through SETIS and in close cooperation with DG RTD, ENER (MoU), and ECFIN. SETIS, which is led by the JRC, is the decision support tool of the SET-Plan governance.
The Action supports DG MOVE (MoU) in the context of the Strategic Transport Technology Plan and DG ENTR (MoU) in the Sustainable Industrial Low Carbon initiative.
The activity of SYSTEM is strongly integrated within the JRC Work Group on SETIS (JRC SETIS WG). Its modelling activities are embedded in the framework of the JRC Platform on Energy modelling, in which the SYSTEM Action has been entrusted with the modelling of the evolution of the European energy technology mix in the various production and end-use sectors and of the impacts of technology deployment on the European energy policy goals. The coordination of this modelling platform is ensured by the JRC Institute IPTS, which is responsible for the modelling of world and EU energy markets and the assessment of policy options in the context of the EU Energy and Climate Policy.
Summary of the activity
The work of the SYSTEM Action feeds primarily into the Information System of the SET-Plan (SETIS) operation, which aims at providing regular, up-to-date and sound knowledge on energy technologies geared to supporting an effective strategic planning, monitoring and assessment of the European Strategic Energy Technology Plan. The Action outcomes are input into SETIS activities on the monitoring and review of the SET-Plan and on trans-European energy networks and systems of the future, the third implementation instrument of the SET-Plan.
More specifically, in 2012, the Action will support the assessment of new priorities of the SET-plan, through dedicated analyses and workshops feeding the SETIS Technology Map and will contribute to the implementation of the SET-Plan key performance indicator based monitoring and review framework in cooperation with the JRC IE ASSETS (13102) Action and JRC SETIS WG. In particular, SYSTEM will expand its technology learning modelling capabilities, its technology mix modelling of the energy supply (electricity, heat and cooling) using the TIMES model and scenarios analysis of the impacts of the SET-plan implementation at the European industrial Initiative level and on the EU Energy and Climate policy goals together with the JRC IPTS ESEA (13108) Action.
Regarding the SET-Plan Action on Trans-European energy networks and systems of the future, the Action will strengthen its key role in the assessment of electricity storage at the European level and develop a GIS-based capacity expansion model of the power sector (multi-year project). Furthermore, the Action will continue its involvement in the FP7 funded ATEST project (Analyzing Transition Planning and Systemic Energy Planning Tools for the implementation of the Energy Technology Information System) that aims at producing a roadmap for the improvement and development of planning tools and methods in support of the SET-Plan. The findings and up-coming results of the project will enable the Action to reinforce the modelling framework on transition planning.
Furthermore, the SYSTEM Action facilitates the collection, dissemination and accessibility of the information on energy technologies that is produced by SETIS and the JRC. To do so, the Action develops web based applications and databases and notably develops and operates the web portal infrastructure of SETIS and maintains and develops the SETIS on-line energy technology database as a repository for SETIS energy technology data and information together with the JRC IE ASSETS (13102) Action and JRC SETIS WG.
In 2012, the SYSTEM Action will support the Commission's Initiatives having a component on low carbon energy technologies such as the Cogeneration legislation (Administrative Arrangement with DG ENER), the Sustainable Industry Low Carbon Initiative with DG ENTR (MoU) through the provision of assessments and quantifications of the potential and the impact of technology innovation on the economic and environmental performances of the cogeneration and industry intensive sectors together with the JRC IE ASSETS (13102) and JRC IPTS ESEA (13108). On the transport sector, the SYSTEM Action will support DG MOVE’s Strategic Transport Technology Plan by coordinating and contributing to the Knowledge Centre on Electrification of Road Transport (MoU with DG MOVE and DG ENTR).
The Action interacts strongly with European research capacities on energy technology modelling (e.g. European Energy Research Alliance - EERA) and contracts external experts to obtain specialized information, whenever that is deemed necessary. Furthermore, the Action partners with international organisations such as the International Energy Agency (IEA) in the context of SETIS and represents the European Commission in the IEA Implementing Agreement "Energy Technology Systems Analysis Program (ETSAP)" in cooperation with JRC IPTS, DG RTD and ENER.
