Rationale
Effective water resources management and development are central to sustainable growth. Challenges associated with developing and managing water resources are becoming more acute. Population growth and economic development, and greater appreciation of the value of water in ecosystems, mean that water demands are growing and shifting. Climate change is expected to have diverse impacts on the water cycle, including variations in river flows, changes in groundwater recharge, more intense floods, and longer droughts. The inability to predict and manage the quantity and quality of water and the impacts of droughts, floods and climatic variability imposes large costs on many economies in the developing world. Flood risk and vulnerability is growing, with increased frequency of occurrence of extreme events due to climate change, changes in land-use, encroachment into floodplains and the increasing economic value of assets and businesses. Human lives, property, and environment are increasingly at risk due to flooding. There is a need for improved policies and techniques for flood risk management across Europe.
Effective management of water resources, and at the same time the prevention of, preparedness for and response to water-related natural disasters (floods & droughts), requires more and more the pooling of efforts and competencies from different thematic sectors and technical disciplines towards a common effort(s). Several EU initiatives have been launched relating to more effective natural risk management, including floods, both in Europe and further afield: The March '08 Communication on Reinforcing the Union's Disaster Response Capacity (COM(2008) 130), the EU Action Plan related to disaster and crisis management, Directive 2007/60/EC on the assessment and management of flood risks (the Floods Directive), the European Flood Action Plan, the Civil Protection Mechanism, the Communication "A Community approach on the prevention of natural and man-made disasters" (COM(2009)82, endorsed by the Council; the Communication "Towards a stronger disaster response: the role of civil protection and humanitarian aid" (COM(2010)600, the EU Climate Change policy, Global Monitoring for Environment and Security (GMES), EU Regional Policies (including the European Solidarity Fund - EUSF) and support to Development Cooperation in the area of floods. Furthermore, managing extreme floods is an integral part of sustainable water resources management as required and implemented by the EU Floods Directive (FD) and the Water Framework Directive (WFD).
Sound land management is essential for effective water resources management and is also considered one of the essential elements in identifying and implementing adaptation strategies to climate change, whilst preserving the sustainability of EU regional development. Therefore, the WQM Action puts large emphasis on land use modelling at a pan-European scale to develop scenarios of land use change with a focus on: river basin management, soil management practices (including agriculture), forest dynamics, regional development and adaptation to climate change.
As a contribution to the Europe2020 flagship initiative "A resource efficient Europe" , the WQM will focus on the current and future balancing of the (natural) water supply and changing societal water demands.
As a contribution to the Blueprint to safeguard Europe's waters, the WQM Action will focus at the effects of climate change and water retention measures on floods and water resources in Europe.
Within the abovementioned framework, the WQM Action will ( together with the 22008-DESERT Action and the Actions related to water quality (22002-BIOMES Action)) continue to provide policy support to several ongoing European Commission initiatives on water resources management (Floods Directive, Water Framework Directive, Climate Change Adaptation, Water Scarcity and Droughts). This will be achieved through a modelling framework combining hydrological models with land use models (LUMP), embedded in the JRC Task Force for Integrated Modelling.
Summary of the activity
Geared towards direct support to the abovementioned EU initiatives, this Action will focus on the development of tools for water resources management at continental scales. Modelling of water resources and land use scenarios is the core of the Action, with the aim to study the effect of land use and land use change on water resources and vice versa. The aim is to develop a better capacity for long term water resource management, including the assessment of the effects of climate change and land use change. Activities include risk mapping under current and future climate and land use scenarios, and estimations of potential economic damage of flood events under these scenarios. Furthermore, operational activities on monitoring and early warning for floods are outsourced in 2012 as part of the GMES Initial Operations - Emergency Management Services, while further research and coordination of this activity will continue.
Technical and conceptual support is provided to DG ENV on the Flood Risk Management Directive on flood risk assessment and mapping, and to the Blueprint to Safeguard European Waters. In this context, this Action contributes to the Water Information System for Europe portal (WISE), the tool for the visualisation of European Union-wide information on water. The Action also contributes to the Task Force Integrated Modelling and the Task Force Nuclear Safety. Within these initiatives, the Action collaborates with several JRC Actions.
The WQM Action continues to reinforce its activities on land use modelling through the development, testing and application of the integrated Land Use Modelling Platform (LUMP) for policy impact assessment at pan-European scale, collaborating with several JRC Actions related to water, forest, soil, agriculture and climate change. A considerable contribution is made to JRCs PESETAII initiative on climate change impact assessment.
Furthermore, the WQM Action in close collaboration with the 22008-DESERT Action expands its work towards pan-African and global water resources modelling and forecasting, building on its European expertise.

International Activities include:
Europe:
- National and Regional Hydrological Services: Communicating early flood warnings from the EFAS system.
- European Centre for Medium Range Weather Forecasts (ECMWF): Research and meteorological forecast data contributing to the European Flood Alert System and research on global flood forecasting.
- International Commission for the Protection of the Danube River (ICPDR): Development and delivery of the Danube part of the European Flood Alert System as a contribution to the Danube Flood Action Programme.
- International river basin conventions, flood working groups, working on flood forecasting, flood risk mapping and flood prevention measures:- ICPDR (Danube river), IKSE (Elbe river), IKSO (Oder river).
- Utrecht University, the Netherlands: Natural hazard research, water resources research, remote sensing and data assimilation research.

Outside Europe:
- Collaborations with the World Meteorological Organization (WMO) on:
- The Group on Earth Observations (GEO), on the development of a Global Flood & Drought Monitoring and Early Warning System;
- Hydrology and Flood forecasting working groups (RA VI - Europe)
- Hydro-meteorological data issues (mainly through the WMO-GRDC Global Runoff Data Centre).
- Collaboration with the Group on Earth Observations (GEO), contributing to its Work Programme 2012-2015, especially in the field of global flood & drought monitoring and forecasting.
- Co-lead in the HEPEX initiative (Hydrological Ensemble Prediction EXperiment): A state-of-the-art research network with global partnership.
- Collaboration with the United States of America (University of Washington State, and Princeton University) on flood- and water resources forecasting in Africa and global applications.
- Collaboration with the Food and Agricultural Organization of the United Nations (FAO) and its SWALIM project (Somalia Water and Land Management Project) on a pilot project for early flood forecasting in Somalia.
