Rationale
JRC has a long experience in providing scientific and technical support to the implementation of nuclear safeguards. This support is extensively provided to the Commission services in charge of the implementation of the Euratom Treaty (DG ENER) and in the framework of the Non-Proliferation Treaty to the International Atomic Energy Agency (through the Support Programme and DG DEVCO).
More recently an evolution of the JRC expertise in this field has been driven by increased political and societal concerns about security in general and nuclear security in particular. New projects focus in the detection of illicit trafficking of nuclear and other hazardous materials and on technical support to export control.
The action aims to provide integrated solutions in nuclear safeguards and security that combine: measurements (mostly NDA) – data acquisition and analysis (including process monitoring) – computational modelling and simulation.
Summary of the activity
The diversity and complexity of the nuclear fuel cycle has clearly evidenced the fact that not all the real conditions can be reproduced in laboratory experiments. Therefore there is a strong need to reproduce and predict the behaviour of instruments and systems through physical modelling and computational simulation. NUSIM has developed methods (based on Monte Carlo techniques) to simulate the behaviour of NDA instruments used in nuclear safeguards. The first application of modelling in the field of safeguards has been the calibration of NDA instruments, but recently an important new application avenue has been developed to describe nuclear installations and plants in connection to process monitoring techniques.
Safeguards approaches are moving towards an increased use of monitoring to automatically and, whenever it is possible, remotely control nuclear activities in facilities such as reprocessing or enrichment plants and to follow processed nuclear materials. Process Monitoring Laboratory (PML – TAME) developed a software tool that continuously monitors nuclear material flow through a reprocessing plant based on syntactic pattern recognition analysis. This JRC process monitoring tool aims at a verification of the consistency and coherency of plant operation with safeguards requirements, and so at near real time accountancy. The vast experience in applying these techniques to reprocessing plants is now used to study new safeguard concepts for enrichment plants.
Concerning the new applications on nuclear security, NUSIM is focussing in the field of detection and activities will cover the improvement of metrology, testing and qualification of detection equipment and training, the latter in close coordination with other major international support programs (i.e. the IAEA, the US Second Line of Defense (SLD) program and the EU Council).
Export control on dual use goods is a key barrier to proliferation. DG TRADE requested the JRC to provide technical support for the improvement and harmonisation of EU export control system and to “Art.23 Coordination Group” activities; to contribute to the formulation of Dual use export control Guidelines; to reinforce and improve a European Pool of Experts, available to advice EU-27 Administrations on specific cases of dual use technology export; to contribute to the development of technical training modules within the EU in-reach training programme; to provide support in the context of the nuclear suppliers group, as well as in other international regimes.
Networking is an essential asset in a knowledge growing society. JRC was among the founders of the European Safeguards Research and Development Association (ESARDA) to which it provides the permanent Secretariat, organization of Symposia and annual meetings, Bulletin, website, the ESARDA Course and active scientific contribution to several Working Groups.
Finally NUSIM will extensively contribute to the European School in Nuclear Safety and Security, both in the training component (safeguard courses for nuclear inspectors and security courses for first responders) and in education (ESARDA course in Nuclear Non-Proliferation and Safeguards).

R&D S/T SUPPORT IN NDA. Monte Carlo methods are applied to cope with requests from DG ENER and IAEA as complementary tool for calibration and data interpretation in neutron counting. Testing, modelling and calibration of a Glove-box neutron monitor (AMGB) for the Rokkasho MOX plant has been requested by IAEA under the EC support programme. Design and construction of a neutron multiplicity counter to be integrated into the UCMS (Unattended Combined Measuring System) of the Magnox store is in progress under AA with DG ENER. An action sheet under the Euratom-DoE agreement focuses on the analysis of the potentiality of P-DET (a cluster of small neutron/gamma detectors able to enter the channels of a fuel element) in the verification of spent fuel in reactor ponds. Moreover a "virtual counter" generating the pulses of simulated real counters for testing/training purposes is under development. Training courses will be organised in the field of active neutron counting and complementary access upon request.

PROCESS MONITORING. The PML laboratory has developed the Data Analysis and Interpretation tool to be used with a data historian in order to perform solution monitoring which is of a particular interest to carry out Near Real Time Accountancy (NRTA) in reprocessing plants. Some other tools are been used by the DG ENER: RADAR/CRISP to perform the follow-up of itemized NM and the OSLs to determine U/Pu content and IC of samples. NUSIM has started to integrate some different tools and proposes to go on with the integration process and to create new modules to benefit of the synergy of those in a more global instrument: the Safeguards Analysis Tool or SAT. To improve the Near Real Time Accountancy of NM at THORP - Sellafield site, at the request of DG ENER, NUSIM will pursue the parameterization of the JRC software in the frame of the AA (DAI THORP Maintenance III). Moreover NUSIM supports the IAEA in the implementation of SMS (Solution Monitoring System) at Rokkasho Reprocessing Plant. Under an AA with DG ENER on the monitoring of the Magnox plutonium storage, NUSIM will test components, develop software and finally install an unattended monitoring system.

TANK CALIBRATION METHODS. PML-TAME has re-written the software dedicated to tank calibration and monitoring (VOLCAM) in order to make this application compatible with more types of level related sensors and thus more universal. This program will request testing for its validation. Based on its experience concerning calibration of tanks, TAME intends develop software to perform the verification of such calibrations in an automated way. This might be of particular interest at the reprocessing plant of Rokkasho (Japan) which has now started its operational phase and where the tank calibrations will have to be verified every two years and even yearly in case of accountancy tanks. PML-TAME will then focus on the tank calibration verification by continuous flow mode.

GCEP MODELLING & MONITORING. Monitoring of load cells in Gas Centrifuge Enrichment Plants (GCEP) is under study as a promising tool to improve safeguards in this type of plants. Two concepts for analysis of data from load cells monitoring have been proposed by JRC: the Real-Time Mass Evaluation System (RTMES) and the Mass Slope Continuous Survey (MSCS). The first method would analyse weight data that is collected continuously from the feed, tails and product stations to perform a real time mass balancing to detect any material diversion. The second one is based on the same sets of collected data to potentially spot undeclared activities in a GCEP. These methods are being tested upon a set of data from two different plants received from URENCO in the frame of a confidentiality agreement. A set of data "manipulated" by the Operator to simulate different diversion scenarios is expected to test out the work already performed on RTMS and MSCS. Then, under the IAEA EC support programme, data from the load cells of the GB-II plant will be acquired and analysed. The application of DAI to GCEP monitoring is also under consideration. Furthermore NUSIM has started to investigate a concept relying on centrifuge and cascade modelling. Future research will focus on physical modelling of a centrifuge and plant model. Moreover experimental verification is foreseen on the new GCEP test-bed facility.

DETECTION IN NUCLEAR SECURITY. The nuclear security training centre started to operate in 2009 and has hosted several training courses for the different customers (IAEA, US-DoE, MS and EC). In 2012, an integration of the different training modules in nuclear safeguards and security is foreseen. Under an AA with DG HOME, NUSIM is managing the ITRAP+10 project for testing of equipment for detection of RN material versus international standards. This latter project is being executed in close collaboration with US-DHS/DNDO. Finally under this topic fall a large number of tasks performed under AA with DG DEVCO concerning projects under TACIS or Instrument for Stability Programmes. R&D in sensors for detection of RN material will be pursued, mostly by testing innovative detectors: in particular NUSIM will look into alternatives to He-3 in neutron detection. This activity will be fostered by the participation to the competitive FP-7 SCINTILLA project.

TECHNICAL SUPPORT TO EXPORT CONTROL ON DUAL USE EQUIPMENT. EU-27 export controls must comply with EC Regulation 428/2009 ruling the export of dual use equipment. Annex I contains the list of controls derived from the international export control regimes and the Chemical Weapons Convention. The knowledge of technical features and parameters of nuclear and dual use equipment is the basis for any control on dual use equipment. DG TRADE requested the JRC to develop an internal competence to contribute and coordinate the new Pool of Experts supporting EU-27 export control administrations. This requires the development of specific technical competence, also in relation to non-controlled equipment; JRC internal awareness on export control; support to the development of the EU in-reach training programme. Objective complementary to IANUS and NUVER's ones related to export control and trade analysis.
