Rationale
The energy and climate policy of the European Union (EU) has set ambitious targets to simultaneously reduce the emissions of greenhouse gases, guarantee a safe, reliable and sustainable supply of energy to EU consumers and improve the efficiency of the EU energy market. Realising the pivotal role of low-carbon energy technologies in meeting these targets, the EU has been implementing the European Strategic Energy Technology Plan (SET-Plan) as a vehicle to accelerate technology development and demonstration, which will lead to the large scale commercial deployment of low carbon technologies in Europe. A key element for the success of the SET-Plan is its information system (SETIS). The objective of SETIS is to provide, on a continuous basis and in a timely manner, validated, harmonised and up-to-date information on the state-of-the-art of low-carbon energy technologies and assessments of their potential contribution to the goals of the European energy and climate policy, whilst facilitating the monitoring and review of progress of SET-Plan activities.
The ASSETS Action plays a central role in the operation of SETIS by participating in its coordination and contributing to SETIS tasks together with other JRC Actions within the JRC SETIS Work Group (SETIS WG). More specifically, ASSETS provides scientific and technical knowledge (data and techno-economic analyses) on energy technologies and infrastructures in the areas of power and heat generation, the electricity grid and other energy networks, for sound policy decision making in the context of the SET-Plan. As such, the Action underpins the recommendations of the technology pillar of the Strategic European Energy Review (SEER) and in particular, plays a pivotal role in the design of a common, robust and efficient monitoring and review methodology for the SET-Plan activities, which has been entrusted to SETIS.
The Action also provides support to DG ENER, DG ENTR and DG CLIMA for the conception, development, implementation and monitoring of the EU energy and climate policy in the form of expert scientific advice and pertinent analysis on selected low-carbon technologies, such as cogeneration (CHP), CCS and innovative RES and on the role of materials as critical bottlenecks to the large scale deployment of low carbon technologies. This work is described in an administrative arrangement with DG ENER and the memoranda of understanding (MoUs) between the JRC and these Commission Services.
ASSETS strives to provide policy support based on robust scientific work. To this end, the Action continuously expands its analytical and modelling capacities to assess low-carbon energy technologies; in particular innovative renewables including wind, hydropower, geothermal and marine energies, the electricity grid, carbon capture and storage (CCS), and new nuclear energy concepts; and disseminates the outcome of its work in peer-review publications. In this frame, ASSETS also participates in competitive research projects of strategic importance for the European energy policy goals, with renowned European research and industrial partners.
Summary of the activity
The support to the implementation of the SET-Plan and the operation of SETIS is the prime objective of ASSETS in 2012. In particular, the Action will coordinate the SETIS WG for the development of the SETIS proposal for a complete monitoring and review framework for the SET-Plan, which is essential for the implementation of the actions agreed by the European Industrial Initiatives (EIIs). In this context, ASSETS will also lead the JRC efforts in finalising the KPIs of the EIIs, developing methodologies for data collection, assessment and dissemination, relevant to the SET-Plan projects, and supporting the development of the implementation plans of all EIIs for the next 3 year period.
These activities will be performed in close collaboration with the GREEN Action for the EIBI, the REEF Action for the SEII and the SES Action for the EEGI. The seamless collaboration with SYSTEM will be further strengthened, focused on the continuous improvement of the SETIS website, the update of the SETIS energy technology database and the execution of the associated systemic modelling activity.
Furthermore, ASSETS will provide an analysis of national projects, which are relevant to the implementation of the EIIs; make an extensive analysis of the potential benefits of marine energy for the European energy system and update the Commission analysis of levelised costs of electricity for key technologies. In 2012, special attention will be placed on wind energy. The Action will publish two reports: an assessment of the European innovation system for offshore wind energy, and a report on wind market and technology developments. Finally, ASSETS will provide the necessary operational support to the SET-Plan Steering Group and will interact with the ERKC project and with international organisations, most notably the IEA.
The Action will also provide substantial scientific and technical support to DG ENER, DG ENTR and DG CLIMA in the frame of the EU energy and climate policy cycle, as envisaged in the corresponding MoUs between the JRC and these three services. In particular, the Action will analyse the development of modern integrated electricity grids and produce a JRC reference report on this subject in collaboration with the SES Action; develop in collaboration with ENER the first European CO2 storage atlas; and execute actions planned in the Administrative Arrangement with DG ENER on cogeneration of heat and power (CHP). In support of DG ENTR, ASSETS will identify and analyse the role of critical metals as supply chain bottlenecks in the large scale deployment of energy technologies beyond the SET-Plan (electricity storage, hydrogen and fuel cells, electric vehicles, etc.) and will develop a Critical Materials Information System focused on energy technologies, in support of the forthcoming Materials Innovation Partnership. Finally, in support of DG CLIMA, ASSETS will perform analyses linked to the implementation of the CCS Directive and the monitoring and review of the NER300 funded projects.
To perform its tasks, the Action will reinforce its capacities to assess energy technologies by developing the necessary methodologies. This work will provide the JRC with the capacity to analyse the advancement of key innovative RES technologies, assess the role of CCS technologies (in the frame of MoU with Chalmers University), evaluate the barriers to the commercialisation of marine technologies, evaluate the impact of large scale wind energy penetration on the European electricity system, assess the impact of electricity grid developments through in-house developed models, and identify the potential role of innovative nuclear energy technologies, which are critical elements for the decarbonisation of the European society by 2050.
